Can somebody describe what this is, or point me to a picture on the web?

Basically its pressing the edges of the reedslot in towards the reed to
reduce the tolerances around the reed as it passes through the reedslot.
It can aid in making the reed more responsive, and can affect the tone to
some degree, although this is highly dependant on how the reed is setup. Do
make sure you've got a good grip on reed adjustment before diving into
this - there are a couple of gotchas.
The Harp-L archives certainly contain discussions about the technique.

And of course Pat Missin gives a solid description of the methodology in
Altered States along with many other customising "trade secrets"

download, unzip and read Tun.txt & Replace.txt.
Oh, and by the way - its free - so get them while it lasts!
